ELARCQ certification does not replace, satisfy, or substitute for any state, federal, or municipal license or permit that may be required for your business activity.

The TVI character interview is a live, recorded, consent-based interview conducted by The Verification Institution™. Approximately 45 to 60 minutes. It is character-only. Not a competence exam, not a test of professional skill, not a review of your business history.
You will be asked real questions about how you operate, how you respond to challenges, how you handle conflict, and how you relate to the people who hire you. The full unedited recording becomes part of your permanent certification record and is accessible to prospective clients through your private verification page.
The willingness to sit on record and be seen fully is itself the verification. People with something to hide do not do this.
Yes. Certification lapses if you do not renew annually. It can also be revoked if ELARCQ determines that information provided during the certification process was materially false, if a confirmed credential lapses and is not renewed, or if conduct comes to light that is inconsistent with the ELARCQ standard.
A lapsed or revoked certification is reflected immediately in the Public Registry. Anyone who searches your certification number will see a lapsed or revoked status.
No. ELARCQ does not send clients, make referrals, list you in a public directory, or market your business in any way. The certification and the private verification page are tools you use in your own marketing and client relationships. You share the link. You decide who sees your record.

Your private verification page is accessible only through the direct link you share. It is not indexed by search engines and does not appear in the Public Registry. The registry returns certification status only — active, lapsed, or not found. Your full record, including your character interview, is accessible only to people you give your link to.
Your personal documents — government ID, insurance policy, business registration — are held securely by ELARCQ and used only for confirmation purposes. They are not shared with clients or included on your verification page.
Five completed reference interviews are required for all ELARCQ certifications. If a reference declines, you submit a replacement reference. The willingness of your references to be interviewed live and on record is part of what the certification demonstrates. References who decline are simply not part of the record.
No. ELARCQ certifies the business you have. You do not change your name, your structure, your pricing, or your operations for certification. What we do is confirm that your existing credentials are current and on record, document your existing space, and conduct the character and reference interviews. Your business continues operating exactly as it does now.
If the readiness check identifies gaps. An insurance policy that does not cover your business activity, a license that has lapsed. You address those before certification begins. That is the readiness check doing its job.

From operators applying for certification, we collect identity and contact information, business information, insurance documentation, property information, module-specific licensing, photographs of the space, application form responses, payment information, and recorded video interviews.
If an operator is certified, their verification page displays their name, business name, certification number, module, dates, city/region, credential summary, and recorded character interview. Sensitive identifiers (full address, EIN, exact policy numbers, source documents) are never published. Only the verification status is shown to clients.
We do not sell operator or visitor data. We share information only with service providers under confidentiality, law enforcement when required by law, or with explicit operator consent.

Clients are solely responsible for their hiring decisions. Operators are solely responsible for their conduct and business outcomes.

Once certification is issued, the business is the operator's alone.
Services are provided "as is." ELARCQ is not responsible for the conduct, services, business outcomes, or any acts or omissions of certified operators. Our total liability shall not exceed the amount of fees paid by an operator in the twelve months preceding any claim.
Disputes shall be resolved through good-faith negotiation, then binding arbitration in New York. Governed by the laws of New York State.

For decades, the physical storefront provided collateral without requiring explanation. The license on the wall. The business visible and open. The owner present. Other customers already inside. Each element placed something real into the environment before a single word was exchanged. That infrastructure is gone. Home-based, mobile, community, and hybrid businesses. The fastest growing segment of modern commerce — operate without it. The tools that replaced the storefront are promises: reviews, references, background checks, websites, social media profiles. Promises can be rehearsed, coached, purchased, and manufactured. They are not collateral. The Human Collateral Standard exists to restore what the storefront removed. This document establishes the thirteen verification pillars that constitute ELARCQ certification. Each pillar places something observable, documented, and on-record into the environment where access decisions are made. Together they form the Human Collateral Standard. The institutional replacement for what the storefront used to provide. ───────────────────────────────────────────── ARTICLE I — THE STANDARD Section 1.1 — Definition The Human Collateral Standard is the requirement that legitimate access to private spaces, vulnerable individuals, and sensitive information be supported by verifiable, on-record evidence — confirmed directly with issuing authorities, documented independently, and accessible to those making access decisions without requiring them to ask. Section 1.2 — Principle A claim is not collateral. Documentation confirmed by an independent authority is collateral. A recorded interview that cannot be edited after the fact is collateral. A space walkthrough on file with a certification authority is collateral. A reference who consents to be recorded and goes on record is collateral. Section 1.3 — Scope The Human Collateral Standard applies to all ELARCQ certifications across all modules: Tier One, Tier Two, and all Between Hours™ designs. The standard does not vary by module. The scope of required documentation may vary by business type and regulated activity. The standard itself does not. ───────────────────────────────────────────── ARTICLE II — THE THIRTEEN PILLARS The following thirteen pillars constitute the complete ELARCQ Human Collateral Standard. All thirteen are required for certification. None may be waived. PILLAR 01 — GOVERNMENT-ISSUED IDENTITY The operator's government-issued identity is verified and on file. Confirmation that the individual applying for certification is who they represent themselves to be. Identity is the foundation. No other pillar is meaningful without it. PILLAR 02 — BUSINESS ENTITY REGISTRATION The operator's business entity is confirmed as registered and in good standing with the state filing authority. Self-reported registration is not accepted. Confirmation is made directly with the issuing state. PILLAR 03 — EMPLOYER IDENTIFICATION NUMBER The operator's EIN is confirmed as active and in good standing. Confirmation is made directly with IRS records. Sole proprietors without an EIN document their individual taxpayer status accordingly. PILLAR 04 — PROFESSIONAL LICENSE Where a professional license is required for the operator's activity, that license is confirmed as current and active directly with the issuing licensing board. A license number on a website is not confirmation. Direct confirmation with the issuing authority is confirmation. PILLAR 05 — BUSINESS INSURANCE The operator's business insurance policy is confirmed as active directly with the carrier. The type and scope of coverage is documented. Self-reported insurance is not accepted. The carrier confirms the policy is current at the time of certification. PILLAR 06 — MUNICIPAL HOME BUSINESS PERMIT Where a home business permit is required by the operator's municipality, that permit is confirmed as current with the issuing local authority. Requirements vary by jurisdiction. ELARCQ confirms the applicable permit for the operator's specific operating location. PILLAR 07 — ZONING COMPLIANCE The operator's use of their property for business activity is confirmed as compliant with applicable zoning requirements. Zoning determines what activities are legally permitted at an address. Confirmation is documented at the time of certification. PILLAR 08 — HEALTH AND SAFETY CERTIFICATIONS Where health and safety certifications are required for the operator's activity — food handling, childcare safety, first aid, or similar — those certifications are confirmed as current with the issuing authority. Requirements vary by regulated activity and jurisdiction. PILLAR 09 — OPERATING SPACE DOCUMENTATION A live virtual walkthrough of the operator's working space is conducted and documented on record. The walkthrough covers the operating space only. Not the full property or residence. It confirms the space is real, functional, and appropriate to the certified business activity. This is not a safety inspection. It is documentation. PILLAR 10 — AUDIO INTRODUCTION The operator records a brief audio introduction embedded on their private verification page. This is the operator's voice, in their own words, introducing themselves to prospective clients. It is the human presence the storefront used to provide at the counter. PILLAR 11 — TVI CHARACTER INTERVIEW A live, recorded, consent-based character interview is conducted by The Verification Institution™. Approximately 45 to 60 minutes. Character only. Not competence, not professional history, not skill assessment. The interview surfaces how the operator functions under real, professional questioning. The full unedited recording is part of the permanent certification record. The willingness to sit on record and be seen fully is itself collateral. It cannot be purchased, coached to a passing grade, or edited after the fact. PILLAR 12 — FIVE CHARACTER REFERENCE INTERVIEWS Five character references are each interviewed separately by The Verification Institution™. Each interview is live, recorded, and consent-based. References are interviewed independently. Not simultaneously, not as a group. Each recording is part of the permanent certification record. The willingness of five separate individuals to go on record about the operator's character is collateral. A reference who declines is not part of the record. A replacement reference is submitted. PILLAR 13 — PRIVATE VERIFICATION PAGE All confirmed credentials, documentation, and recordings are assembled into a single private verification page. The operator's Digital Storefront. The page is accessible only through a direct link the operator controls and shares. It is not indexed by search engines. It is not accessible through the public registry. The registry returns status only: active, lapsed, or not found. The full record is shared by the operator directly. The page is the collateral, assembled and held by an independent authority, accessible on the operator's terms. ───────────────────────────────────────────── ARTICLE III — CONFIRMATION STANDARD Section 3.1 — Direct Confirmation Required ELARCQ does not accept self-reported credentials for any pillar. Each credential is confirmed directly with its issuing authority at the time of certification. The confirmation method and issuing authority are documented in the operator's certification record. Section 3.2 — Currency Requirement Credentials must be current at the time of certification and at each annual renewal. A credential that was current at certification and lapses before renewal causes the certification to lapse. ELARCQ does not hold operators responsible for lapses caused by issuing authority processing delays, provided the operator has made timely application for renewal of the credential. Section 3.3 — No Substitution No pillar may be substituted for another. A strong character interview does not compensate for a missing license. A current insurance policy does not substitute for unconfirmed zoning. The thirteen pillars are cumulative. Certification requires all thirteen. ───────────────────────────────────────────── ARTICLE IV — THE CHARACTER RECORD Section 4.1 — Scope The character record — Pillars 11 and 12 — is character only. ELARCQ does not assess professional competence, skill level, service quality, or professional history through the character interview or reference interview process. Those assessments are outside the scope of the Human Collateral Standard. Section 4.2 — Purpose The purpose of the character record is to place observable evidence of how an operator functions under real professional questioning into the access decision environment. Not to evaluate whether they are good at their profession. To document who they are when the questions are real. Section 4.3 — Permanence Character interview and reference interview recordings are permanent records. They do not expire with annual renewal. Every two years, new character and reference interviews are conducted. Previous recordings remain on internal file. The most recent recordings are displayed on the operator's verification page. Section 4.4 — Non-Recommendation ELARCQ does not use the character record to recommend or endorse operators. The record is presented. The client decides. ELARCQ makes no representation about the character, fitness, or suitability of any certified operator beyond the fact that the certification pillars have been confirmed and the character record exists. ───────────────────────────────────────────── ARTICLE V — CERTIFICATION STATUS Section 5.1 — Active An active certification means all thirteen pillars have been confirmed, all credentials are current, and the annual renewal fee has been paid. Active status is reflected in the ELARCQ Public Registry. Section 5.2 — Lapsed A lapsed certification means the annual renewal was not completed by the renewal date, or a confirmed credential has lapsed and not been renewed. A lapsed certification is reflected immediately in the public registry. The operator's verification page is deactivated. Clients who access a lapsed operator's link will see lapsed status. Section 5.3 — Revoked A certification may be revoked if information provided during the certification process is determined to have been materially false, if conduct comes to light that is inconsistent with the ELARCQ standard, or if an operator refuses to cooperate with a credential re-confirmation request. Revocation is reflected permanently in the public registry. Section 5.4 — Reinstatement Reinstatement after lapse requires restarting the credential confirmation process for any pillars that have lapsed. Reinstatement after revocation is at ELARCQ's sole discretion. ───────────────────────────────────────────── ARTICLE VI — WHAT ELARCQ DOES NOT DO ELARCQ does not recommend operators to clients. ELARCQ does not refer clients to operators. ELARCQ does not market operator businesses. ELARCQ does not take a percentage of operator revenue. ELARCQ does not assess professional competence or service quality. ELARCQ does not guarantee the conduct or outcomes of certified operators. It may be referenced, cited, and shared. The Human Collateral Standard, the thirteen pillars as defined herein, the Digital Storefront framework, and all terminology defined in the ELARCQ Glossary are proprietary to Civic Vault Group LLC and protected accordingly. ───────────────────────────────────────────── ARTICLE VIII — THE HARD CAP DOCTRINE Section 8.1 — The Cap ELARCQ certification is limited to 100 active certifications at any time. This is not a business decision. It is a standard decision. It is non-negotiable and permanent. Section 8.2 — The Reasoning The Human Collateral Standard requires human collateral. Human collateral requires the direct, personal involvement of the person administering the standard. That person is the founder. Every credential confirmation is made by the founder or under her direct supervision. Every character interview is conducted by The Verification Institution™ under the founder's authority. Every certification decision is reviewed personally by the founder. Every renewal is processed with the founder's direct awareness of the operator's continued standing. This is not inefficiency. This is the standard. Section 8.3 — Why the Cap Protects the Standard Scaling beyond 100 active certifications requires one of three things: delegation, automation, or outside capital. All three remove the founder's collateral from the process. Delegation means someone other than the founder is making certification decisions. That person has not placed their identity, their credibility, or their twenty years of HR and investigative experience into the standard as collateral. They are making promises on behalf of a standard that requires collateral. Automation means algorithms are replacing human judgment in a process specifically designed to surface what algorithms cannot detect — character under pressure, consistency under friction, the gap between what someone presents and who they actually are. Automation of the Human Collateral Standard produces the Human Collateral Illusion. Outside capital means the standard answers to investors before it answers to the standard. Every certification authority that has scaled through investment has eventually faced pressure to lower the bar in the name of growth. The bar is the product. Lowering it destroys the product. When the founder's collateral is removed from the process, certifications become promises. When certifications become promises, ELARCQ becomes the very problem it was created to solve. Section 8.4 — What the Cap Means for Certified Operators An active ELARCQ certification is a scarce credential. There are never more than 100 at any time. Every operator in the registry has been through the same process, confirmed to the same standard, by the same founder. The value of the certification is inseparable from its scarcity. When an operator renews, their place is held. When an operator lapses, their place opens. The waitlist exists because the cap is real. The cap is real because the standard is real. Section 8.5 — Declaration The Hard Cap Doctrine is permanent. It may not be amended, waived, or suspended by any party including the founder, any future operator of ELARCQ, or any successor entity. Any version of ELARCQ that operates beyond 100 active certifications without the founder's direct personal involvement in each certification decision is operating outside the Human Collateral Standard and may not represent itself as ELARCQ certification. ───────────────────────────────────────────── ───────────────────────────────────────────── CLOSING DECLARATION The storefront is gone.
